M. Berthelot informed the Council that M. Vesnitch had given him a letter from the Serb-Croat-Slovene Delegation showing that the Jugo-Slav Government had been prepared to sign the Austrian and Minorities Treaties when, on November 21st, it had been informed that it was also to sign the two financial arrangements signed at Saint Germain, September 10th.
